The seal is white with a wide red rim thickly edged in black, thicker on the outside. The rim bears the text "The Great Seal of the City of Parsons, Tennessee" from seven to five o'clock and "1913" at the bottom, all set in white Times New Roman or equivalent typeface. On the seal's disc, a blue (or purplish?) wiggly stroke, doubtlessly representing a river, going from mid hoist to lower fly, thus dividing the disc in two unequal parts: The lower hoist side contains a small jet plane under the word "commerce"; the upper fly side contains the word "community" between a steam train with loco and several cars, and a tree trunk with a perched raccoon (?) and two hounds standing against it with an illegible arched line of text underneath; all images in black and white linedraw, but all three in very different artistic styles; both words set in blue/purple Times New Roman italic capitals.

It seems that symbolizing this settlement's community with assorted icons is not a clearcut endeavour as the county seal/flag has it pegged for healthcare, mining, and industry, while the city seal/flag goes rather for public transportation and hunting tales.

At https://parsonsweather.com/images/city_of_parsons_seal.png the seal is still available as reported by Paul Bassinson, 13 Dec 2019, a distorted image slighly taller than wide, even though the seal is supposed to be circular.

Missing details are whether there's a narrow white stripe at the hoist, between grey and red, and the color of the river squiggle.
